this is important

she is technically a neuter but appears female and is referred to as a she (it's the hourglass figure and the fact that she probably still has at least a half-formed womb somewhere). She had (female) genitals at one point, but after her dragon characteristics started showing up in her adolecense, they were covered in scales and rendered useless due to the fact that dragon scales are really fucking hard to remove, break or shed. By the time LIS starts, she hasn't ever had adult, useable girl parts and presumably never will unless she learns to shape-shift, and to get around that, she adopted a daughter of a radically different species.

tl;dr: she has neither a dick nor a vagina.

Anyway, most dragons are limited to only changing species (which is actually how most dragons breed- due to the way they're built, along with radical size differences between dragon families and lineages, dragons breeding in dragon form is usually pretty awkward and uncomfortable) and having to rely on outside magic and surgeries for gender changes.
So, no, she could not sprout a dick unless she wanted to go full FtM.

I'll admit. I'm kind of disappointed.

How does she urinate?

There are, I admit, some potions concocted by either perverted old wizards or made as a 'trial run' of the other sex for those considering to change their gender permanently that will flip a Tionian's sex around for a little while, but that's true for anyone and they're hard to find.
So if she really wanted to, yeah, she could be a guy/futa for a few days. But so could anyone else if they're willing to go out of their way.




There's a small gap in the scales where a woman's urethra would be(is), but only large enough to facilitate urination. And trying to pluck the scales from this point would cause her unthinkable pain, so no, it's not a way around the neuter thing.
