I noticed that you mentioned that the Brigand needed a lot of work. So why not replace it with a class that relies completely on luck. Gambler, maybe?
A gambler could use 2d6 dice, which would give the class 36 possible attacks. So maybe it could take one attack from every class in existence, save for the monk and the base classes, and use them randomly. If we remove the Brigand class itself from the equation, they'd have one slot available, which could be used for an attack that's unique to the class.
There would be a 2.77777...% chance of getting an attack that you want.
Good idea or bad idea?
Weeeell... the basic 2nd tier thief "Rogue" class would use gambling based resources including dice, and 2d6 is a little bare bones for possible outcomes when I could use 3d20 and it'd give me 8000 outcomes. (a bit much for programming, but still doable)
While the "slots" and "poker" rogue resources wouldn't have any downsides to a bad outcome, dice is supposed to have a higher payout at higher rolls and lots of penalties on lower rolls ranging from 1-hit-kill grade attacks to instantly kill yourself.
BUT, having attacks from other classes as roll outcomes sounds very good.

Sax, from your statement about "3.5e" and various forms of dice rolls I can assume you are talking about D&D.
I can't help for range on that, but is SOUNDS like a very nasty ability and I approve of it what with the "inactive for this long + 1d8 hours" penalty it incurs.
