That list is mainly some bullshit a /b/-tard made up. A banned book you'd find on the Deep Web for example would be one that teaches you how to make a bomb or murder someone or breach computer security systems. But it's usually not in the form of a book that you'd find something like that.

Edit:List of banned books, don't seem to find anything from the U.S. that's still in effect today.

Like what? Could you name a few?

The only instances in which books have been banned I've heard of were private institutions like schools refusing to stock certain books. That and similar things.
But universally banning books? That's insane.

I wrote a pretty great reply and then I managed to close down the tab. Typical. Short version then.

I don't know how the deep web functions, however I know that there are most likely no registrars or public DNS. The police would then not be able to investigate in a normal way. Usually they would go to a registrar and ask who owned the domain or ask the host of the server who is using the domain on their server cluster. Regular tools like geoIP wouldn't work either. Nor would a RIPE database search work. You would have to come up with all new ways of tracking stuff there. A lot of stuff there could still be found with regular investigation tools, but that would work on the legit sites that serve to the surface web as well.

Essentially, the police would have to adjust their methods of investigation drastically and develop new tools to track servers and who access them.

EDIT: Bitcoins are actually a pretty common transaction tool over the net right now. Mostly because they are easy to use and untraceable. The problem is, BitCoin is not recognized as a legal tender in the US which Valve is situated in. Taxes couldn't be calculated on it and the value of the company could not be established.

Fun fact, MtGox last price on BitCoins were $4.69970.
