In his defense, he did his best, and began investing himself in the cases, even doing background research so that he would have a clearer idea of the truth. He's repeatedly felt bad about wrongly accusing innocent people, and that's why many times he's willing to entertain Nick's leap of faith hypothetical situations.

So he's not a bad guy, even if he gets easily distracted and doesn't know some basic things (and sometime forgets points that were just raised).
