I'm pretty sure you don't want to play on a server made with the Create Server option.
Find one with a decent latency (preferably under 150) or lower the graphical settings?

set graphics to minimum, try to stick to servers located in europe (you live in europe, right? I cant remember.) and with few people on it and you will probably fix that problem.

Fortress Forever is better. TF2 is baby easy mode ultimate casual garbage.

Oh hey look at me, I can fire in the general direction of the enemies and get tons of kills with absolutely no effort.
