Why are we talking about naturally learned moves? You teach Pokemon TMs, that's the way it's done.

Especially since there's a famished little girl at the top of Celadon Department Store who gives you a bunch!

Yes, TM12 is Water Gun.
It was only available as a TM in Generation 1.

Yeah, didn't they change TM 12 from Watergun into Bubblebeam?

...eh, whatever. Bubblebeam is more powerful, if I remember correctly.

Indeed. It also lowered your opponent's speed.

OH! That reminds me! Jolteon has higher speed than the other Eeveelutions in Gen I, which, in that generation, was a MASSIVE advantage.

Edit: I suppose Water Gun was exchanged for Flamethrower, though not on the exact TM number.

I know, but HOW is it more powerful? bubblebeam is exactaly that. A beam of bubbles. Water gun is a blast a water shooting at you.

Don't try to explain it. Don't try to legitimize it.

Just accept it and move on.

Expanded media portrays them as bubbles with explosive force which are delivered in a high pressure stream.
