It's a shotgun. Like a spread shotgun. A scope is useless as there is a 0.0001% chance a bullet will go exactly straight. Instead it spreads out in every direction making the scope worthless.

Shotguns don't have that great an effective range, especially in video games. Try replacing the shotgun with a bow or slingshot and it will probably make more sense to you.

Why would a short-range weapon need a long-range scope when it can't possibly hope to injure somebody (let alone even hit them) at the distances offered by the scope?

I guess Borderlands spawns self-contradictory weapons like this quite frequently.
