Well for more realistic stories, such as drama or anything mundane, that's usually what the antagonist is, an asshole that wants nothing more than to stir up the neighborhood.

I prefer the bad guy to have some likable qualities. Don't get me wrong, I know a villian is supposed to be evil, but if they're a smug douchebag about it, it's more grating than enjoyable. Have something to like about the bad guy, not just have his entire personality just being a dick or a troll.

I'm more of the TAS Mark Hamill Joker than any of the others. I like the theatrical thing he has, and he acts like a real "joker" would. Thats just me though.

You see, most antagonists DO have a lot of personality. Even those that are just "evil for evil's sake" have interesting backstories and their own quirks that make them dynamic. Only amatures fail to do this, unless it's intentional (See link below).

That's why I like use of the application of the anti-villain and villain protagonist tropes. They're more interesting than "kick puppies and kittens for fun" antagonists.
