The bearded man is Katie's father from a previous comic in which he says: "Where do you get your gas?". The editor has replaced the sorcerer's head with that of Katie's father and included the punch line from his comic to be the punch line of this edit. The phrase is taken out of it's original context, but used in a matter that fits with the comic panel used. It's funny because even though they're different comics, they still follow a familiar format in which they can be easily interlaced.
