Not really. Anthropomorphing just means giving human qualities to something that isn't human to begin with. Like a dog walking on two legs and talking. It's doing what a human is but it doesn't have human legs or human vocal chords. If it did, then it'd be a hybrid.

A nekomimi is more like an actual hybrid.

Also, last I heard, female ligers (actually, I remember they had used gender specific names, but I forget if the females were the ligers or the tigons) could reproduce. They could produce fertile eggs and mate. Male ligers couldn't produce sperm though.

Technically it doesn't even need that much. Just a normal animal that can talk is generally considered anthropomorphized I think. Or hell, it doesn't even have to be an animal.
