Well, I haven't play MGSV, but Metal Gear games, and stealth games in general, tend to have the mechanic where guards will go into caution mode when they suspect you're near, and alert mode when they spot you.

The comic seems to be alluding to the fact that Diamond Dog can trigger the caution mode, but wont trigger the alert mode even though it should be obvious to the guards that D.Dog was the cause of the noise.

D-Dog's barking can distract guards, which will make them walk towards where they heard the barking

if guards see D-Dog, they shoo him away assuming it's just a random wild dog

These facts combined...

The AI in MGSV can be incredibly stupid. One amazing moment that I should have recorded saw two Russian soldiers get into their car and run over an ally of theirs who was just standing on the road minding his own business. He was on the road only because I got DD to drag him there before they scared him off. And as soon as the two soldiers ran over their ally who was right in front of them, they got out and starting screaming: "We are under attack!" It was hilarious. :)

I don't want to sound like I'm complaining because I do enjoy these comics but... we have not had a single MGSV comic here with Quiet, or Eli, or Skull Face, or Paz, or Code Talker, or the child soldiers, or Huey. There's so much more horrific material to make fun of. XD

The worst/best part of this is that you can deck out the dog in tactical gear branded with your logo and guards still don't pay any attention to it.
