A lot of times, people also turn French, and then they apologize for it.

Ocelot is a spy with a lot of different identities, so maybe he's Russian, but maybe he's not.
His father was Russian and his mother was American. He was either raised in the US or in Soviet Russia, depending on what backstory you believe. He did end up joining the Spetsnaz GRU at some point (after defecting if he was raised in the US), but he was a triple agent working for the CIA and the KGB. So, uh… Yeah. Russian Sometimes.

I actually looked up what side of the brain handles language when the game first came out and it's the other side so that line is really funny to me. Especially considering the rest of the game.

To be fair, interpreting IS very different from translating. Interpreting is real time and requires the interpreter to have in-depth knowledge of what's being discussed, expressions that may not translate over well or not have equivalents etc.

Which is why Ocelot commenting that the intel is pretty good and not even giving the gist of it is so funny. This intel Snake, it's so good. You don't even know.
