I haven't played them either, but from what I've read, FOE's are a field-sprite for encountering a miniboss. FOE standing for Field On Enemy.
They usually look like this;

I've mostly seen the stylised ones in Touhou fangames and Super Mario World hacks.

FOE stands for Field On Enemy in Japan, but was localised to Formido Oppugnatura Exsequens in the west (Fysis Oikein Eidolon in Persona Q).

FOEs are basically optional bosses that wonder around the dungeons in Etrian Odyssey. Your party is never even close to strong enough to beat them when you first see them, so instead you're meant to observe and find the pattern/gimmick to their movements so that you could sneak pass.

Even after you know the pattern/gimmick, you still needed to be careful. FOEs are able to move on the map even while you're in the middle of a fight, and will join in should their pattern/gimmick move them to the space your party is occupying. There were even some regular boss battles where an FOE joining in mid-way was a real threat you had to plan around.

As Bappie showed, the DS games (EO 1-3) had FOEs appearing as glowing orange spheres which the fandom stylized with a face.

I really should get back into that series. I have 4 and the remake of 1 "The Millennium Girl" but I refuse to buy the remake of 2. I'm not paying 60+ dollars for a 3DS game. (Which are usually $45-50
