There can only be 1 of each World Wonder. If multiple civs are building the same one, the first to complete it gets it, and all the other civs have to cancel theirs (you do get the vast majority of the production spent on it back, but you can only spend it on 1 thing. So if there's no other Wonders you can build, and you got pretty far on this one, that means a *lot* of it goes to waste).
I know the concept from a gameplay standpoint as evidenced by me talking at length about how I love playing the game in the rest of my comment. :V
