Started up Skyrim again as a sneaky Khajit Motherfucker with a Bow.

Is is just me or is the damage an arrow do dependent on how far away you are?

No. The damage is increased if you shoot someone while sneaking and undetected though, which is what you are more likely to be when you're far away.

Arrow sniping is bodaciously the most broken, and easiest tactic one can do to get by almost anything in Skyrimm.

Nah, that honor belongs to sneak attack with the dagger perk. One-shot pretty much everything.

I can one shot pretty much everything with the sneak arrow perk without having to get close to my target so IMO arrow trumps dagger. Even with the 15x damage multiplier perk.

I just barely escaped Haafingar (Now in Rorikstead) at one point I just had to say "We need to get the fuck out of here" because their were too many guards and I was running out of charge in my bow/running out of potions to keep me the fuck alive.

Now to continue my devious deeds in another place

For some reason my Dark Elf-Vampire Lord has (for a few irl days now) had a constant billow of smoke/steam coming from his feet and I can't figure out what's causing it.

I'm not sure if it's being caused by something in his inventory or a glitch (from either the game itself or a mod).

The sun-facebattled earth is burning your undead feet down to nubs.

Are you wearing the Ebony Mail? The poison-cloud effect triggers whenever you sneak and can get really obstructive in first-person.

Nope, and the smoke effect is always there, not just when sneaking.

I'm gonna empty out his inventory later and see if it goes away (and figure out which item it is if that's the case)

It might be something like the dragur glowing eye glitch, which gives your player character a second set of eyes at dragur height that glow blue. Do you know if you've ever used Aura Shout? For some reason that causes it.
If it's the same kind of thing, try typing "player.addspell 000f71d1" into the console, hit enter, close and repoen it, and then replace "add" with "remove"

Otherwise I have no clue.

The draugr eye glow bug doesn't cause smoke near the feet, so winchester would have to find the proper code before they could add/remove it with the console.

I haven't noticed any glitches with Draugr eyes so I don't think that's the cause, and I don't have Aura shout yet either. Thank you for the console command Turbo, but I'm going to avoid doing anything like that for now because I don't want to risk causing any serious problems (I'm not computer literate).

Also I emptied out his inventory (aside from bound items) and the smoke was still there so I'm at a loss. I really wish I had made a note of when I first noticed the smoke, because I don't remember what I was doing when it first appeared.

Fortunately this doesn't seem to have any serious negative effects aside from being a little annoying, so I'm hoping it'll resolve itself as I progress through the game. If not I'll google it sometime soon and see what I can find.
