That is correct.
It's similar to like how (numbers are approximate)...

5% of Trolls joined the Horde
40% of the Humans joined the Alliance
50%(?) of Orcs joined the Horde
60% of the Dwarves joined the Alliance
70% of the Blood Elves joined the Horde
90% of Taurens joined the Horde
90% of Night Elves joined the Alliance

Not counting Leper Gnomes, and non-Forsaken Undead, and Broken Draenai, cause fuck if I know how many of those there are.

Werewolf tiddies. Probably softer in appearance (is that even possible?). I saw a face texture and it didn't look half bad.

Well apparently the playable goblins are part of the as-yet-unheard-of Bilgewater Cartel, who are native to the Isle of Kezan. According to an article on Wowwiki, that cartel's trade prince had decided to shift to siding with the horde after alliance soldiers attacked them on the Lost Isles where they were shipwrecked.

There are none, but there have been some fan hack/and/cut models made by piecing together stuff to get a good guess at it. The one you linked isn't one of the better cut and paste jobs (In case you didn't notice, yours has the male worgen head old model, and forsaken arm bones). I think this one is probably closer to what it will actuallly look like...

Made from a female tauren, female foresaken, female worgen halloween mask, and male worgen hands and feet.

Goblin society is very economically based, and is split at the top by Trade Princes, which each controlling different cartels. Each cartel does their own sort of thing. Some Trade Princes control cartels that are partial to different things, such as the Venture Co.
Some are neutral, such as the Steamwheedle Cartel, which control major cities such as Gadgetzan, Booty Bay, Ratchet, etc.

The goblins you play are part of the Bilgewater Cartel, a completely different group. Through the player starting area you'll have your explanation as to why they join the Horde. I don't know why, I haven't played it, but I assume it will most likely have to do with a necessity for survival.

Just because humans are a playable race for the Alliance, doesn't make all Human factions Alliance. The defias brotherhood and the syndicate are both very human groups, but also very hostile to player characters.

Just because the trolls are a playable race for the Horde, doesn't mean the Amani tribe, the Gurubashi tribe, the Zul'Drak and Zul'Farrak trolls are any but hostile towards anyone. Even the Zandalarian tribe are a neutral group.

Just because one faction of goblins join the Horde, doesn't mean all the goblins join the wHorde. There will still be neutral groups of goblins, and there will still remain hostile groups of goblins, even towards their own kind.
