Shoes, it's like this. Gaius can turn into a Fighter, which is a male-exclusive class. Because Fighter can't be passed down to a female child, Gaius passes down Pegasus Knight, which is a female-exclusive class.
Noire doesn't even really need Galeforce that badly, since ideally you're going to use her potentially ridiculous MAG to tank with a forged Nosferatu tome, and tanks don't need to go anywhere fast. Gaius (and Donny, who both give the Pegasus Knight skill tree to their daughters if they have any) are better spent on Kjelle or Nah.
Then again, Katie probably wouldn't even get Nah on any of her playthroughs, so NOIRE IT IS

There are also exactly 3 females who have daughters who don't normally get access to the class (Tharja, Sully, and Nowi). Therefore, it's possible to have all 3 of them gain it, as long as you're using a male tactician. Of course, that also eliminates the possibility of other matchmaking shenanigans involving Morgan in another generation.
That being said, galeforce is definitely a good ability, but it's not necessarily the strongest thing ever.

I assumed Robin was a given, considering his possession of every class and one of the game's main hooks (I guess) being his ability to s-support any female. As you said, though, he's better off marrying a second gen and getting a broken-as-shit Morgan. Besides, two of those galeforceless mothers were never considered options by most of the playerbase for obvious reasons.

Oh. So it's nowhere near BoF3 Tiamat.
Immune to status effects, fast as hell, pretty tanky, combines the party, decent HP boost, freaking instant death all-enemy-targetting breath attack... cheap on AP (Think MP)... another obscenely powerful breath attack that is stronger the more of your HP you have (Calculated as a % of total HP... remember the defense and HP boost earlier? Yeahhh.) Example;
Compare the AP usage to the later-used Kaiser form.. which is basically the ultimate dragon form in the game.. just isn't worth the AP cost. Also, giant snake-dragon looks far more awesome than simply becoming gold.
On-topic; Nonetheless I can indeed see people just spamming the hell out of galeforce all game and facerolling every battle if you overlevel and kill everything in one hit.

It isn't. It's just a skill that allows units to get a bonus turn if they kill a unit. It's useful for hit-and-run tactics and for Story Mode, but useless in meta. Katie's just being overly Scrub.
