Alright. I've finally got the technique down. You have to wear a very fine and expensive fabric from an exotic land. It has to be long enough to reach past your waist but not too long or it'll be weighed down. And you have to fart, constantly.

Still though you'd have to fart pretty dang hard for the wind to travel through your pants (assuming you wear pants) and still lift the cape..

Whoops. Turns out that you can just coat the cape in the right substance and it just stays stiff like that. Well, the first wrong technique led to the second correct one so it all worked out except the dry cleaning bill.
