There are rumours that the 50th anniversary special will have all 11 doctors in it, but that's all it is, rumours.
According to Matt Smith, not even he himself knows the contents of the script yet or if it's finished already.

I want this special to be really long, movie length. It's the 50th, 1 hour is not enough to contain the awesomeness this has to become.

Runes, next season is at the end of march. Well, next half of the season since they changed it from one season during one year, then christmas special to half of a season around summer to autumn, then christmas special, the rest of the season in spring.
So I guess instead of one long break, it's now 2 shorter breaks each year.

I'm not getting my hopes up, despite the fact that he actually wrote Nine well once. Ever since the second episode of Season Six Moffat has been steadily getting worse and worse and worse.
The only way to make it good is if you get every writer that ISN'T him, and they also don't have to answer to him. Moffat has written three episodes so far in this season, and the entire thing has been disappointing and badly written because they had to answer to him about everything.

Getting all the Doctors together sounds like it was hard enough. Rounding up all the actors for the companions would be difficult too.

Really, I think the stars of it should be the Doctors. Throwing the companions into the mix would just mean more characters to write for and more variables for a bad story.

Yeah, while "All The Doctors!!!!" sounds great at first, you have to remember, this is only a special, so 60 - 120 minutes long. I hope it'll be on the longer side because it's the 50 year anniversary, not the annual christmas special, come on, it should be significantly longer than something that happens every year.
Having 11 doctors in a special that's 60 - 120 minutes long would mean less than 10 minutes screentime per doctor .
Sometimes less is more. So just the 3 of the new series (though I'm unsure if Christopher Eccleston would be in it) or Maybe back to the 8th and 7th. Not much more or else it'll just become a clusterfuck or feature some doctors in name only like The 5 Doctors did.
