Except they showed you the problem with that. As soon as the benders felt threatened, Tarrlok started declaring Martial Law on the non-benders and used the Earth/Metalbending police to terrorize and suppress the non-benders and infringe on their rights because "maybe" some of them were working with Amon.
It's harder to have equality when the administrative and police forces are dominated by one group and they're making calls on things based on how much it "threatens" them.
Amon's message, initially, might have been not as well received, and was likely believed in because people wanted to defend themselves from the bending thugs that plague Republic City, but after the way the police and Council treated them, I can understand why more people would sympathize and side with Amon.
And keep in mind, corruption pervades a lot of even the best laid plans, and considering the history of the Avatar World, benders are the ones who held power over most things, caused a lot of the big wars (Including the 100 year war in the original series), it's easy for non-benders to be frustrated that they're the ones holding power and that they're helpless against them.
