She does, but this would depend on her reaction time. If she felt the metal around her compressing, she could keep it from happening.

Also, doesn't Magneto have a metal outfit too? It's basically be down to who got the first strike and who reacted faster. Otherwise, it'd probably be a bit of a stalemate in regards to "crush Toph/Magneto in uniform".

Giving it to Toph. Remember she doesn't bend the metal, but the earth remaining inside the metal. Magneto wouldn't be able to stop her from controlling his suit, much less knocking him out of the air with a rock.

Magneto has the advantage of flight and not needing to touch the suit to use his powers on it. Toph needs to find the impurities on Magneto's armor.

I feel like it would be difficult to control what the air bender does, because it's not as easily blocked like the other elements. They can shut down fire, and redirect water and earth.
You can't use the little clay discs to block an air current and ice isn't allowed for waterbenders.

My thought process was to make it to where they cannot manipulate air outside of their own zone. In fitting with their culture, an Airbender can only act defensively. They can protect their partners, and send other elements back if they can manage. In order to tell where the air is bent I'd release a dispersant that made it visible.

Another possibility, the Airbender cannot direct air at anyone save themselves or their teammates. They can block, but they can also enhance another attack by speeding it up. They could also boost their partners into the air to give them an aerial advantage. Put air vents in each zone. They send down a jet of air for various effects.

...If I had watched Korra. I have a character that'd fit perfectly, but I just don't know enough of the lore to make significant contribution.
