Should I start with the 10th doctor? He looked the nicest of the bunch :V

Like I've said before, start with the 9th. He's good enough to get you into the series, and the whole season is worked to get you to understand the universe a bit and to set up the next season with Tennant.

You'll be much better off for starting at 9.

Yes, start with 9.

Honestly, it's only about an additional dozen episodes, and Eccleston is really fantastic.

So I know that when the doctor dies or something he just gains a new form. What I dont get is...

1) What determines what his new form will look like?
2) If he cant die, but just become someone else, how was the rest of his species destroyed?

And a question unrelated to the other two:

How is his species extinct if they can time travel? They would exist in all times.

1) Whoever they get to be the next actor. In-universe? Nothing at all. He could be a girl next time.
2) We don't know. Nobody is REALLY sure. They haven't gone into detail on it.

Also, it's sort of implied that The Doctor is the only one who actively travels through time/the others all go to the same point in time during the Time War. Saying anything else is really sort of a spoiler and I'm assuming you've just started.

Actually, it's been shown that Time Lords do have some control over what form they take next, ans they forced the Doctor to regenerate into Pertwee's incarnation and had let the Doctor choose what form he wanted.

And back when the Time Lords as a race still existed, they had some law that limited you to twelve regenerations, or 13 different forms. Now that they no longer exist, it's not likely that will be enforced.

And the Time War was "time-locked", whatever the hell that means.

I think what it means is like bodaciously locked. You can't travel in nor out of that point in time. Once locked, you can only get out of the lock through linear progression of time.

His new form is determined by the actor they hire.
The rest of his species met its end in the Time War, an event that is not shown but took place in the gap between the Doctor Who movie with #8, and the 2005 series revival with #9.

All Time Lords/Ladies were called back to the Doctor's planet, Gallifrey, to fight the Daleks in the Time War.

SPOILERS:
The Doctor's rival, the Master, hid from the war. The Doctor and everyone else (currently known) also went to Gallifrey to fight. The Doctor saw how corrupt the Time Lords had become (End of Time parts 1 and 2) and used something called "the Moment" to end the war by destroying both Time Lords and Daleks, and allowing himself to escape. He also used "the Moment" (some doomsday device) to time-lock the war.

"A Time-Lock was a mechanism whereby an event or series of events was rendered unreachable by time travel. The Time-Lock only prevented entry into the Time War through the time vortex itself, meaning that all the events were not erased from history, and thus could still be referenced to by those who knew of the destruction of the Daleks and the Time Lords. The Doctor, however, would only be able to reach the Time War through time travel, and any entry into the events of the Time War would be considered a change in the time line, thus made impossible due to the time-lock."

Everything is stuck on Gallifrey and can't get out except through linear progression of time, which ends with the planet and near-extinction of the Time Lords and Daleks, thereby preventing any of the horrors of the war from escaping.

SPOILERS FOR SERIES 4 FINALE:
However, one Dalek, Dalek Caan, managed to get through the Time Lock and rescue Davros, the creator of the Daleks, from the war. However, this caused Dalek Caan's "casing" to be damaged and he lost his sanity, but he gained the ability to see the future.

SPOILERS FOR END OF TIME/TENTH DOCTOR'S FINAL STORY:
The Time Lords in the last days of the war managed to get a small object out of the time-lock and to the Master, who used it to bring the Time Lords and all of Gallifrey and the war out of the time-lock. However, the power source for the machine keeping the breach in the time-lock stable was destroyed, and the Time Lords (and the Master) were taken back to the war.

I always imagined a "Time Lock" was something like... a certain area of space in a timeframe like 5:04PM - 8:34PM with a bubble around it that nobody can get in or out of. Like a quarantine. But at the same time, you're confined to a limited amount of space around your person. Like 100 feet or something which restricts you more. Because when the Time Lords returned there was nothing mentioned about them still fighting against the Daleks. They were just trying to get out of that bubble. As if leaving the Daleks trapped in there while they escaped. Which means either the Time Lords killed all of the Daleks in that war, or they were frozen in a limited amount of space which means neither Dalek or Time Lord could get at the other. Hence "locked".

The Council of the Time Lords were briefly in the rich dude's mansion with the Doctor and the Master, and the planet of Gallifrey itself was in space near Earth, with everything currently on it. For the space of like two minutes. Two minutes later, they are sent back to the war.

I just saw the episode where Rory gets erased from existence. I never really liked him, but still.

I like the part where he dies. And the part where he dies some more.

I thought Rory was nothing but a little bitch at first.

Then there was Rory the Roman.

Pretty much complete character redemption right there. He's still a tad bit of a bitch at times but he's balls'd up quite a bit.

I like Rory a lot, even before the whole "Yeah. I'm kind of a bad booty now." ordeal occurred.

But the one thing I had hoped for really hard was that he would actually play into some kind of huge scheme at the end of Series 6 or during the mid-Series finale. Something to the effect of he was the Tesselecta the entire time as he referred to The Doctor in the past tense which they even blatantly pointed out. And from there would have a storyline about finding the real version which would explain how he went from being a little bitch to the child of Chuck Norris.
