Well Noisemaster is supposed to be a comedy villein from the first act, so he is still technically bad at his job.

Who says he's supposed to be comedy? Do you not remember that sharp mood change once the Nightmare Knight left after talking to him?

But this is the first act of the Mario RPG, where all the jokes happen before the attempts at deeper drama in act two, intermixed with jokes.
