As of this week, children aged under 16 in South Korea are barred from playing online games between midnight and 6:00 am.

South Korea's government has long been worried about the prevalence of online gaming addiction in its tech-savvy country. Fearing the effects that high levels of addiction could have on its future (specifically, everyone failing school), the government passed a Shutdown Law in April this year which would ban all gamers aged under 16 from playing online games between midnight and 6:00 am. Earlier this week, the law went into effect.

The Shutdown Law (also known as the "Cinderella Law") is the brainchild of the Ministry of Culture, Sports, and Tourism (MCST) and the Ministry of Gender Equality and Family (MGEF). Although it only covered MMORPGs when first drafted earlier this year, the law now prevents those aged under 16 from playing various forms of online game during the shutdown period (the PSN is already working to these new standards, and XBL has been given a two-month "grace period" to teach its system how to track users' ages).

The law's passage has been met with furious opposition from South Korean gaming groups and civil rights advocates. The Korea Association of Game Industry (KAOGI), an amalgam of 14 different games developers and publishers, has criticized the law for "excessive prohibition" focussed on one group and is reported to be preparing a lawsuit. Similarly, cultural solidarity group MoonHwaYunDae (MHYD) filed an appeal against the law to South Korea's Constitutional Court just over a month ago, but have heard little back.

The obvious way to attempt to dodge this law - by which I mean the teenager illegally hijacking a parent's identity to play - has already been taken up by 5% of teenage gamers, claims South Korean gaming site ThisIsGame. To deal with this problem, the MGEF wants games companies to collect additional information from gamers, including social security numbers and phone numbers, to strengthen account identification systems. As TIG notes, this is "exactly the opposite of personal information protection law."

The idea behind this law is that it'll push teenagers towards spending the wee hours sleeping rather than gaming, meaning that the government thinks twilight gaming poses so great a threat that parental control of power cables and ethernet wires isn't enough of a deterrent. While this law is offensive to the civil liberties of children, it is true that this group need sleep more than most; trying to judge whose responsibility the protection of that sleep-time is invokes a whole heap of ideological questions to which everyone will have a different answer. For now, though, the South Korean government's opinion is crystal clear.

For the illiterate that hate reading: essentially South Korea's government enacted a law that bans children ages 16 and under from playing games between midnight and 6 a.m. to help battle and hopefully prevent the increasing issue of gaming addiction.

Thoughts and opinions? I can't say this is bad for teenagers' health (does not mean I agree with it). I'm strongly against the way the government is going about it, though. Personal information is meant to stay private, there is no reason you should have to give your social security number or phone number to play a game.

Korea has always been wierd about gaming. Hell for SD Gundam Online you had to have a Korean Social Security Number just to play. (granted most people stole them but...) Can you imagine having to put up that kind of personal information and be tracked like that just for a game?

I dont know this actually seems kind of reasonable to me, it's not like anyone should be doing anything but sleeping between 12 and 6 am anyway

One time I woke up at five and played Sonic Generations instead of getting back to sleep.
But yeah depending on when their schools start (I would have gotten up at 6:12 anyway so there wasn't any real loss) the times seem pretty reasonable to me.

Time: 5AM. I have not gone to sleep yet.

Law is reasonable, but first of all it is an infringement on your private life. The government is telling you that you can't do this or that during these hours and only this age group which is discrimination.

In my opinion it is wrong. You are doing worse things by forcing people to do certain things and by tracking what you are doing.

The road to hell is paved with good intentions.

regardless of what someone 'should' be doing between 12 and 6, it's none of the government's business. the government has no right to invade someone's private life.

It's a form of curfew, I'm not seeing the big deal here. Yeah they shouldn't be taking personal information just to uphold the new law, but honestly kids under 16 really shouldn't be staying up past midnight to play games.

it should be the kid's choice to ruin their own sleeping habits though

or their parents could get off their asses and use various parental controls that actually work.

I don't really see how it's any worse than curfew here either.
If kids staying up all night on their games is a problem that isn't being deal with, what makes it any worse than being told to go home at a certain hour or not drive after a certain hour?

It's more imposing than what happens here, but not terribly different.
Sure, ideally it wouldn't be necessary, but that doesn't make it a horrible evil.

My issue with the law is mostly the invasive way the government is trying to obtain information about the children playing games.

so, what? none of you have ever stayed up a little late playing video games?

it's ridiculous and invasive. what someone does between the hours of 12 am and 6 am is not the government's business. and it is not our place to make a judgement call on what they should or should not do.

When they're kids, yes the government can. Kids as a whole largely do not understand the full consequences of an action, so they don't get to make the big ones. They're not adults who can be trusted to be rational yet, they're still kids. So no, they don't have the right to decide how to spend their time.

Also, it's mandatory for kids to attend school. Is it wrong for the government to mandate that?
