That'd depend on how powerful the next-gen handheld console is compared to how much power the regular part of the game will use. Because at the moment, there's not nearly enough processing power in the DS to handle loads of extra sprites and RAM-usage like that.
And, of course, that it does have a second, mostly-unused screen.
I know at least one DS game that has done it. While it hardly compares to the quality of the Pokemon games, I know the Digimon World DS had farms which would hold 8 Digimon at once (and you could have up to four farms, for a total of 28 on display), which basically did what I described. Small numbers, but still fairly significant
I wish I understood more about the technological limitations of the DS. But I'm guessing that those 8 sprites at once, combined with the normal game world, were probably pushing the processing power that the DS had (Since the game was very rigid about capping each of the 10 or so farms at only 8 character sprites).
Blegh, it would definately be nice to see some Pokemon that was a part of my team for ages that I finally had to replace, not to join the legions of Pokedex fodder that fills my Boxes. *nods*
