Well yeah, Spring and Question Block Amiibo are pretty much never going to happen, but Waluigi would not be as crazy as the other choices given how prominent he is in the Mario series spinoff games which will likely feature more Amiibo support down the line (I can see Super Mario Bros. versions of Rosalina, Wario, and DK coming out with stand-alone characters that appear frequently in the side games and main games (Waluigi, Daisy, maybe even Bowser Jr. again if they want to push him even more). Ashley's not going to happen until a new Wario series game comes out and I'm not sure they'll go whole hog on releasing figures for a niche game. Tingle would probably make it into a Zelda line of Amiibo, honestly.
The game has a lot of costumes for Amiibo that were only announced fairly recently, including Mewtwo and Mega Yarn Yoshi. It wouldn't surprise me if part of the reason Nintendo is hiding the full list of unlockable outfits is because at least some of them are planned future Amiibo. The choice to include the walking version of the Arwing is very strange considering the normal arwing is more well known, the walker hasn't been in a game since the cancelled Star Fox 2, and the game that includes it finally won't be out for another 2 months. It could just be a reference to Zero's development and kind of a teaser, but it's still strange. You also have things like the Mario Kart outfit and
Pikmin being seperate entities, much like the prototype art for Amiibo that has SMB Mario and Tom Nook in their later Amiibo forms. It's not concrete, but it's a possibility.

Mario can be unlocked from his SMB or Smash figures along with the others that have more than 2 Amiibo currently, and doubling up on Amiibo unlocks has been happening since the arrival of Toon Link in games like Hyrule Warriors and Mario Kart 8. I definitely wouldn't doubt the cards being able to unlock the character. My point was that there was 16 AC outfits in Super Mario maker when currently there's only 8 Amiibo. Also, there's a Kicks outfit when he isn't included in the first set of Amiibo cards. He'll of course be unlockable when the card comes out, but the card hasn't been announced for set 2 yet.
At the end of the day though, it's all fun theories.
