It's likely at some point that the DLC will become available to purchase sometime after the 3DS version comes out, similar to how the New 3DS was the only way to use Amiibo until the reader/writer came out 2 weeks ago.
The 3DS version likely wouldn't sell as well without it's own content to stand upon and releasing the content right away without incentivizing people to buy the new version would cut the legs right out of the product.
Also there's been rumors that the 3DS version will unlock the current DLC on the Wii U version since it'll be present on the 3DS version? IDK, but that might help make people want to purchase both of them to get all of the DLC and be able to enjoy both games.
If you've only got a Wii U, just sit tight for the DLC to release on it's own. People freaked out over the exclusive character skins for pre-orders when HW was released because they weren't available at launch and made people think they'd have to buy the game 3 times to get everything. Let's wait for more information before either side jumps to conclusions about the DLC.
Besides which, from what I understand, all you need from the 3DS version to unlock everything is a card in the game case that has a code you input in the Wii U. You can probably buy it, use the code, and resell it for most of your cheddar in trade for another game. Or find a friend who bought the game but doesn't have a Wii U and get the code from them.
