Well yeah but I didn't mean in the Vault.
I guess you could say that it's the whole repopulating thing. I'm just surprised to see that there's an entire place populated by the little shit, and one where they make up half the population.
I've never seen a child in NV though, but then again i've never gone into the legion camp.

There's the ones in the legion camp, the ones in freetown and the forecaster. there aren't any in honest hearts due to the ongoing conflict between the tribes.

In Lonesome Road, it's established that the courier is actually pretty badass given he was IN CONTROL of the divide. Just because he was a delivery boy doesn't mean he was one of those pissants you see in Skyrim. "Courier" was just a job title because he needed both something to do, and some sort of regular income.

He/she wasn't in control, persay, but he/she did essentially create the town. He/she created the trail through the Divide, as he/she passed through it repeatedly as a courier. From this trail, a town sprang up as a major trade center.

So he/she didn't own the Divide, he/she didn't even live there, but he/she was essential to it's creation.
