Does it die with the shell broken? It can regrow it if it changes area. I think it has to stay broken for the chance to get the scalp.

You can also just get it from high rank quests as a natural reward. According to Kiranico you can also get it from Meownster Hunters so feel free to send them off to grind them up and focus on banging your head about some other rare.
