Rule of thumb in KH localization is that the bigger an a**hole character you are, the better your voice actor. Which is why nice guy Sora gets Haley Joel while Xemnas gets the booming voice. Master Xehanort of course gets Leonard F'n Nimoy. Let's not forget James Woods reprising his role as Hades. The only problem with this theory is Lance Bass as Sephiroth in the first game. Though I suppose the cheddar they probably had to fork over qualifies as impressive.
