He really didn't create as much as you think. From Mega Man 1-7 he was a designer, illustrator, and planner. He produced Mega Man 8, Mega Man Battle & Chase, Mega Man & Bass, the Powered Up remake, and Mega Man 9 and 10. He was the writer for Mega Man X and character designer for the first three X games, and created Zero. He produced X4 and Maverick Hunter X. That was the extent of his influence on the X series. He produced Legends 1 and 2 and the Tron Bonne spinoff (and was involved in concept of the Tron Bonne game). He produced the Zero series and the two ZX games. He's credited with creating the Battle Network series and was the producer of all six games. (Note that while he is credited for creating Battle Network, I can't find any proof that he created the Legends series, just that he produced it and was "an ambitious supporter to the development of the game".) He was Executive Producer for the Star Force series. (By the way, his only experience with film was a Dead Rising movie that I've never heard of, I don't think it did very well.)
In fact, I would say more power to him if he just started with Red Ash, because he at least produced Legends. But he did not have as much influence on the original Mega Man series and Mega Man X, which Mighty No. 9 is meant to be based on.
As for how the game looks...for one thing, it's nothing like the concept art that was first pitched. Now normally I would say that doesn't affect much, but the concept art was what he was using to sell the Kickstarter. He also revised the transformation element and cut enemy transformations due to "tight budget", despite receiving over four million dollars. The PC version does not look any higher in quality to the other versions, despite the fact that he has the power to make it look a lot better. The gameplay seen in betas is very bare, without many enemies at all. He's also selling DLC on day one when he can simply add it to the game normally. All in all I'm not impressed. And the proof of concept for Red Ash looks even worse despite him being intimately involved with the series it's based on.
The worst part is that when an ex-Capcom employee went off and made an Onimusha clone, Inafune berated that guy for leaving and making a clone of the original series...
