What's the safest way to kill Creepers?

Safest way is to use a bow and arrow, provided you have enough arrows. It takes about 5 arrows to kill one (w/o archery points or whatnot)
Bows + arrow combo or a clever yet over complicated dispenser wall, rigged with redstone to shoot the heck out of those creepers.
But there are other ways I find rather entertaining if you have nothing else:
Best method for melee:
Sneak up on creeper, rush him with a diamond sword/axe. You can actually prevent damage and craters if you hit them just before they explode. (It will be too busy to be hurt than to be exploding!) You can use any kind of sword/axe, but I highly recommend diamond as the fewer swings it takes to kill one, the more likely it won't blow up and less likely you will die. It's very important to get a hit in or at least very close before it sees you. It's also best to keep the creeper within close quarters so you can deliver another strike and kill it, otherwise it will only be pushed back by your weapon then blow up.
One ghetto method I was using before I got a bow: I don't know if this still works or not, or if Minecraft likes to glitch on me and make this not work. Make a cobble or dirt wall/floor, and dig out the wall block next to the floor. Dig the block underneath it so you can melee mobs. The wall prevents them from getting too close without your consent, so you won't be unprepared when you have to face them. Remember that creepers (or any other mob, really), won't attack (or in this case, explode) unless they have visual. In other words, if you put a block where their heads are, you can still slash at their feet, damaging them and rendering you safe.
They can't see you unless you look up to gaze at their wonderful eyes, which sometimes you need to do anyway to hit them. This works on pretty much any mob except for spiders.
Monster farms are definitely more safe if you feel like having one. I don't know how to make these though, but there's some good ones up on Youtube.
