There's almost never really an effective balance, and if they're powerful, they'll invariably never hurt the opponent as much as they hurt you, so essentially, they're almost always useless to use unless the game forces you to use it as the weakness of a boss or something.
Statuses were great in FF XIII. Not only were buffs and debuffs about equal in power (as in, Deprotect on an enemy is roughly equal to Brave on yourself... more or less), but there were almost no enemies immune to ALL the statuses... so at least one would work at any given time. They were also fairly easy to apply/remove.
Also, status attacks did actual damage, even if they failed. Even Death. And they slow the stagger gauge. In fact, on many of the Cie'th missions, statuses are
necessary in order to win in the time limit.
As for other games with statuses... yeah. They suck. Cockfighting Society is at least decent in that there are ways to take advantage of certain statuses, but confusion and Attract are the worst.
