I tried that once in Sapphire, figuring that different floors had different catch rates so might as well. Unfortunately it doesn't work so well when you also allow duplicates. Several Zubats later I realized it was dumb and nobody needs that many Pokemon from the same cave.

if they expand the water then there'll be less places for houses and there'll be more water-based natural disasters like typhoons and hurricanes. assuming you're going to try and expand the oceans and not the freshwater, if you expand the oceans there will be less freshwater which, again, will cause freshwater prices to go up and shortages of it in the future
