Since it's going to be officially localized and translated into english soon, romhacks are illegal. There was a team that was making a fan translation before the localization was announced and now they've cancelled the project.

From what I've gathered so far (but I'll admit I've not being paying much attention to it), the NIS localization is working with the first game's Reload ver. as opposed to the PSP ver., so that may mean you may get more bonus things, whatever those may be, along with a professional translation. Only problem is you'd need a Vita for the NIS release. The good news is if there's enough interest from fans, they'd be able to bring the sequel over as well.

I updated the links to the let's plays of the first and second game to go to places other than Something Awful, as there's the whole mess with paywalls and I don't want to encourage people to share accounts because that's bad and it almost ensures a banning.

Should I write up what we know so far about the English versions on the first post too? It might help repeat questions.

I personally used PPSSPP. After the translation patch came out a lot of people reported issues with the game on PPSSPP, and the devs used those reports to improve the emulator.

Unfortunately, there's no alternative to using a specific high load buffer mode (Buffer From CPU to be exact) to be able to interact with your environments in investigation mode. Fortunately, you only have to switch to that buffer mode when you're actually trying to investigate something; you can switch back to regular (non-)buffered rendering during dialogue and the class trials. My computer could handle staying in Buffer From CPU during the entire game, but my brother had to switch back and forth, despite having a more powerful computer. Emulators can be random like that.
