It can potentially go downwards to really low levels, it depends on how many indictments or sins they've committed.

There is no shortcut out of the depths. Walk, and while your walking be thankful about the fact you aren't stuck without supplies in Blighttown.
PS buy assloads of blooming purple moss from the female undead merchant.

You can also buy them from the hug master, the dude right after the gargoyles.

go through blighttown backwards

You can only do that with the Master Key, though.

Welcome to blight town, where the graphical effect is cool but makes the game chug like a frat boy. Also lots of falling off scaffoldings have fun with those.
