I'm surprised to see people so many praising the first All-Stars Racing game based on what I've seen of it.
Here's a video discussing what needs fixing in the sequel. (I'm linking it because the explanations are in the description. Don't worry, it's not just footage some guy ranting, it's gameplay footage with annotations.)
I won't claim to be an expert on the game since I don't have it, but this seems seems to fit with the footage I have seen. I know several of these points amount to 'make it more like Mario Kart', but then Mario Kart's been going for nearly 20 years, so they've had plenty of time to see what works and what doesn't (If the Blue Shell was the unbalanced game-ruiner many people think of it as, it would have been scrapped years ago.) Also, from what I've seen, the more animated characters detract from the experience a little, since they jump out of their seats so much it looks like you're controlling the car rather than them and they're nothing more than elaborate bobble-headed dogs. It's also kind of hard to see when a car's drifting and when it isn't, though that might just be the video quality.
I can't say much for the controls or if the 360/PS3 version is significantly different (the footage is from the Wii version). I should probably say I don't think the game is BAD, I just don't think it looks like 'the kart racer to end all kart racers'.
The best bit about the SEGA sports games is that they're all really close to the more "classic" games in the genre, but mix it up enough to make it feel fresh. It's a lot like what they did with the Sonic series after Adventure 2, except that didn't work out as well.
But I can't think of a single thing you bring up here that's a valid point. Mario Kart
hasn't worked out their item system, it's still terrible. The more animated characters hardly detract from the experience, in fact they add to it quite nicely. I was playing a game as Sonic, passed up Eggman, and they had a brief little spat as they drove and it was great. It added to the atmosphere that much more, one of fun and actual enjoyment. Mario Kart doesn't have that, it's cold, and while the tracks are wacky cooky crazy, they're also rather bland as there's no excitement to them.
Also drifting is incredibly easy to tell, because the car bodaciously turns sideways. It is a playing point, however, to be able to drift on straight areas for speed-boosts, so drifting isn't so much insta-turn as it is a more... negotiable turn.
