I figure it's a sony payoff towards Ed Boone, considering the demo came out exclusively for PSN+ this tuesday and the regular PSN and XBL demo comes out next tuesday.

Yeah he taught Liu Kang and some others, consumed by Shang Tsun, who is in, so maybe. I don't really like him though so shrug.

Alright so updates

EDIT: First, Xbox360 will have some kind of exclusive content, rather than an exclusive character, which will be announced soon.

Secondly it appears that (without counting the day/night/dusk versions of the maps) there are 25 maps from the start.

Third, DLC characters will be influenced by the community and who they ask for.

Secret music in the demo.

If you select your stage manually by pressing triangle. Then you press start instead of the face buttons when choosing the stage, the announcer will laugh and then the old school music will play as you fight.

It doesn't work that way. The game you buy is 100% of the game. The DLC is bonus. It's good for the gamers, because it means we can get more stuff that what the developers were able to create during development time, and it's good for the developers because it gets them cheddar and it's an opportunity to make their game even better. It's a way to make more cheddar while pleasing the fans.
Of course, some developers are using DLC the wrong way to take 15$ for lazy shitty content. The DLC for Activision game is obviously unpolished and rushed stuff, for instance, and most of their latest games do feel "empty" for what they cost.
However, DLC isn't always a bad thing. If you look a BlazBlue CS DLC, even though it's expensive as fuck for what it is (minus the characters, 8$ for one isn't that shocking), it's also nothing world-shattering in term of content and it's really for people willing to support Arc System more than anything. The DLC for CAPCOM fighters also isn't anything to bitch about, 5 bucks for a character in MvC3 and 5 bucks for 6 new costumes is decent pricing (the lack of spectator mode and replays and the shitty online mode design is what's problematic here).

Anyway, if you don't like DLC, don't buy it.

MK9 has a number of characters that they wanted and also influenced by the fan demands. They still want to support their game though, so depending on what the fans are wanting they can release new characters. They're only letting us know about the DLC characters, it's not like Dragon Age though that the DLC comes out as soon as the game is out.
