i always loved villains who werent superpowered and were just ordinary guys, it always made them seem more human to me and therefore more evil
for example: Dr. Breen was a better villain than G Man, "Tell me Dr. Freeman, since you have destroyed so much, what is it exactly that you have created? Can you name even one thing? I thought not"
and also Andrew Ryan was a better villain than Fontaine since Fontaine got all superpowered near the end
