B) He already got his dispenser and teleporter lvl 3 upgrades

C) Can you think of anything balanced?

You do realise Engie is gonna suck pretty hard now that the most effective counter-classes to him have both gotten their updates (Spy and Demo)

Soldier does a good job at that shit too. Hell, all the classes do, bar Medic, Engie, Scout and Sniper.
