An explosive headshot applies to just shooting the head. It doesn't have to be the killing blow or anything. You can notice this on giants and bots with high health.
So the Sleeper could do so.

and then with the jarate slow effect it can be a really effective way to distribute debuffs

They make melee combat much more satisfying than just running in circles and bonking people on the head.

I am fine with random melee crits as long as they're not constantly the killing blow, and even then I'm mostly mad at the game and not the player.

My rule is if I run at you with my melee out, and you take out your melee to fight me? Congrats you graduated to bro-tier, I will be fine with whatever results happen.
