maybe it tried to download tf2 twice, therefore it was screwing up cause there was 2 separate instances of it?

or maybe you just deleted something else along with tf2?

The 13 GB extra I deleted were two maps called Team Fortress 2 in the steamapps folder.

TF2 files are split between 2 different locations.
Your "team fortress 2" folder has some, but the main three are in the "steamapps" folder.

That explains the scattered data, but not why it didn't delete when I hit uninstall or why the total size was so much bigger than Steam indicated.

Maybe you were in the process of downloading the steampipe version, so you had two versions of tf2.
When you uninstalled tf2, it uninstalled the normal tf2 and left the unfinished steampipe stuff?

I have no idea how steampipe works but this would make sense.

possibly because those were downloaded maps, some games dont delete all the files incase you want to reinstall it and re-downloading maps can be a pain for those without a good internet connection

because they vitally balance the game against classes like heavies, pyros, and scouts
while themselves being countered by medics and spies

and if you keep dying from a sentry it's basically all your fault
