Small bit here, but TECHNICALLY TF2 is not cell shaded.
It uses something called Phong shading, which while a harder line between lit and unlit than realistic shading, it is much fuzzier than true cell shading.

Did it myself and it works quite well.

You'll crash when you start up TF2 but it will still give you the tux.
