According to the article, he dosen't try to stop walking weapons, no. He instead
controls them and
attacks the world.And when that fails?
He builds literal walking weapons.All the while, trying to fight a protector that is actually fighting against what Wily is apparently not only fighting against but in his fight against it is CREATING it.

not trying to help the world.

And this is just completely wrong. Zero was created WITH the Zero Virus. bodaciously the virus that
became the Maverick Virus. The virus that turns robots against humans.
Some did it by choice, but the Sigma/Maverick Virus was what actually started the Maverick Wars.
So, Wily created a robot that was carrying a virus that made him want to destroy humans and sent him into an uncontrollable rage,
in order to stop robots from wanting to destroy humans and go into an uncontrollable rage.There are issues with continuity in that, not to mention the issues with
basic logic.
