Between the 8 different main game series they have made, they've come up with a grand total of two new mechanics, and a grand total of two scenarios.
New Mechanics: Snagging. Double Battles
List of Scenarios: Plot from the handheld games. Plot from the console games.
If they've gone through 8 games (not counting stadium and versions), and have only managed to come up with two plots, and two new mechanics... I don't have much hope for the series having much imagination in that regard.
1) If the series hasn't changed much, it doesn't mean it never will (precedent or no). Very important thing to remember.
2) New mechanic (aka, "tweaking"): Reassigning Physical/Special status to certain attacks in DP. There, a new one you overlooked. 2b) There can only be so much tweaking before you've pretty much perfected the art of POKEMAN BATTLE. 2C) Not every new mechanic has to be for battle. There are newer overworld mechanics as well. I hope I won't have to go into those..

I guess you mean two styles between handheld and console? Because otherwise that's a whole lot of overgeneralization. Scenarios are not the game in total. The game is the sum of the different events that make it up. Case in point: the gyms. The gyms in HG/SS are redesigned from the ones in GSC and will have different puzzles(from what I've seen). Different puzzles = different experiences. Also, the evil teams don't do the all of the same actions, much less in the same order (RSE & DPP teams are rather similar in their motivation, but my point stands.) Just because there is a team doesn't mean "OMG, AN EVIL ORGANIZATION! REHASH!!1!1!!1" And the game maps are totally fucking different. You're not just playing in Kanto over and over (besides the remakes), and even if you were (like Hyrule or Mushroom Kingdom), different events and different characters justify that.
