because THOSE guns are loaded with beanbag rounds! Dont'cha know? Kazuma doesn't kill ANYONE.. especially not during an extended car chase scene where he's shooting at other yakuza drivers with massive exploding vehicles and shooting people in the face for bonus damage/points. It's cannon, he's never killed a man by the end of this title.
