Is...is this my chance to post a comic?

On the topic of the comic itself though, having never played The Last of Us yet, never having had a PS3, and not having a PS4 yet, I can't quite comment on the comic, though I did enjoy it all the same. I especially liked Ellie's expression in the first and last panels.

I suspect the point's specifically to make it so that you do always feel like you don't have enough.
But there are better, less lazy ways, to do that - such as by making bullets (and shooting) an 'easy fix'.
If you can use bullets to get through fights, past locks, or just in general solve problems easier than without them, it's much easier to keep the ammo-supply in the sweet-spot between 'so many you always have enough' and 'you barely get to use them'

Carrying too many bullets will cause them to jangle in your pocket and alert the Mushroom Kingdom rejects.

I had the same idea. As soon as I read the comic, "Every Sperm Is Sacred" immediately popped into my head. Now, I have to try to figure out what else I can make an edit about.
