When you add the bona-fide southahn gal Lotta Hart to the equation, it just gets weird. She claims to be from the "heart of the heartland" and then Morgan Fey (of the excessively Japanese Fey clan) starts talking about how she's never heard of an accent like that and asks if Lotta is from another country. WTF. I don't even know.

That's not too weird. Morgan comes across as a bit of a haughty blue-blood type, which traditionally contrast against people like Lotta that have that Georgia charm. I wouldn't put it beneath Morgan to joke that someone like Lotta doesn't belong in the same country as her. Or that she's been sheltered enough within the Fey Clan's traditions that she never met someone from the other side of the US.
