Also, Heavy Ball adds to the catch rate. Ultra Ball multiplies. Wailord has a catch rate higher than 30, if I recall, so the Ultra Ball is far more useful (Palkia and Dialga have a rate of 45, so the Heavy Ball would also be useless on them)

But forget that. Where is my giant flying wailord!?

On the catch rate note. You can't calculate in luck.
I caught Rayquaza at full health with 2 ultra balls.
