I used to do edits entirely in Adobe Photoshop.

Now I do all the base artwork editing in Photoshop, then add the text, text bubbles and word art in Adobe Illustrator.

Illustrator is the program I'm most familiar with. I prefer the control you have over vectors compared to pixels, plus vectors have infinite scaling potential whereas pixels just get... pixellated.
